About the Human Rights Commission

Mission: The TCHRC was established to help foster understanding and respect among all people in Tompkins County; encourage equality; discourage discrimination, and serve as an advisory board to the Office and to the Tompkins County Legislature. 

Members of the Commission are appointed by the Tompkins County Legislature for a term of one to three (3) years and may be reappointed.  The membership should consist of individuals who possess demonstrated experience and knowledge in the promotion and protection of civil and human rights, and elimination of unlawful discrimination.  Members shall be residents of Tompkins County.   

A summary of the role and responsibilities of the Commission is as follows:  

  1. Perform studies and surveys of community relevant to human rights; 

  2. Refer complaints of alleged discrimination to the OHR; 

  3. Conduct and recommend such educational programs to increase goodwill and encourage opportunities for involvement in community life for everyone; 

  4. Offer community leadership for positive change on civil and human rights; 

  5. Encourage and stimulate agencies and advisory boards under the jurisdiction of the Tompkins County Legislature to take action that will fulfill the purposes of NYS General Municipal Law establishing Human Rights Commissions; 

  6. Advise the Tompkins County Legislature on issues involving human rights; 

  7. Advise the Director of The Office of Human Rights on operations of the Office; 

  8. Submit an annual report to the Tompkins County Legislature and the Office and relevant standing committee of the Tompkins County Legislature
